
Discord and Roblox have become two of the biggest names in online gaming, but their massive popularity with younger users has also placed them directly in the sights of U.S. lawmakers.
For years, the debate around children’s online safety was primarily associated with traditional social-media platforms such as Facebook, Instagram, TikTok and Snapchat. But that line has become blurry.
Today, a child can spend hours playing Roblox, chatting with other players, joining a Discord server and moving between different online communities without ever touching a traditional social-media app.
That has caught the attention of lawmakers. In 2026, both Roblox and Discord have faced congressional scrutiny over allegations surrounding the reporting and prevention of child exploitation online, while Roblox has also become the subject of a fresh Senate investigation specifically focused on child safety.
And this isn’t just about whether these platforms have enough parental controls. It raises a much bigger question: Should gaming platforms be held to the same standards as social-media companies when children are using them to communicate with strangers?
Roblox Is Facing a Direct Senate Investigation
The situation surrounding Roblox escalated significantly in August 2026.
Senators Josh Hawley and Dick Durbin announced that the Senate Judiciary Committee’s Subcommittee on Crime and Counterterrorism had opened an investigation into child safety on Roblox.
The senators raised concerns about explicit content on Roblox and alleged connections between activity on the platform and real-world child abuse.
Their letter to Roblox CEO David Baszucki also pointed to Roblox’s own reports to the National Center for Missing & Exploited Children (NCMEC).
According to the senators, Roblox reported 65,381 instances of suspected child sexual exploitation in 2025, more than twice the number it reported in 2024.
Those numbers sound alarming, but there is an important distinction: a report to NCMEC does not automatically mean Roblox itself failed to detect abuse or that every report represents a confirmed crime.
In fact, NCMEC’s reporting system exists precisely so technology companies can report suspected exploitation to authorities.
Still, the sheer scale of reports has made Roblox a major focus of congressional attention.
Congress Is Also Looking at Discord
Roblox isn’t alone. In April 2026, Senate Judiciary Committee Chairman Chuck Grassley launched an inquiry involving eight major technology companies, including Roblox and Discord, over concerns about whether companies were sufficiently reporting suspected online child sexual exploitation to NCMEC.
The investigation put both platforms in the same broader conversation. Then, in June, the Senate released responses from the companies, while NCMEC later told Grassley in August that the platforms had taken “substantive measures” to address reporting deficiencies.
So the congressional scrutiny isn’t simply about what happens inside Roblox or Discord.
Lawmakers are also examining how effectively these companies identify, document and report suspected abuse to authorities.
Roblox Has Become Much More Than a Game
One reason Roblox is attracting so much attention is that calling it simply a “video game” no longer tells the whole story.
Roblox is essentially a massive user-generated platform where people can create games and experiences, communicate with one another and build communities.
That makes Roblox closer to a combination of a gaming platform, social network and creator ecosystem.
And its audience makes the situation even more sensitive. Roblox reported 97.8 million average daily active users in 2025 and has historically had an enormous young-user base.
When millions of people are communicating inside a platform that is heavily used by children, moderation becomes an enormous challenge.
The 764 Network Made the Problem Even More Serious
Another reason Roblox has attracted government attention is the emergence of online criminal networks that specifically target vulnerable young people.
In February 2026, the House Oversight Committee said the FBI had opened more than 250 investigations connected to the online network known as 764, which lawmakers said preyed on children and teenagers through platforms including Roblox.
According to the committee, members of the network allegedly use grooming, manipulation, blackmail and threats to coerce victims into producing abusive material or performing acts of violence.
This is particularly concerning for Roblox because it demonstrates how criminals can use seemingly harmless gaming environments as a starting point for communication.
The problem doesn’t necessarily stop when someone leaves Roblox, either.
A predator could meet a child inside a game, move the conversation to another platform, and continue the interaction elsewhere.
And that brings us directly to Discord.
Why Discord Is Part of the Same Conversation
Discord has become one of the most important communication platforms in gaming.
Players use it to talk while playing games, join communities, share content, and communicate privately or in large public servers.
That makes Discord incredibly useful for gamers. But the same features that make it attractive to gaming communities can also make it difficult to moderate.
Discord has previously faced congressional scrutiny over child safety, and in 2026 the platform was again included in Grassley’s investigation into online child-exploitation reporting.
Discord is also facing legal pressure outside Washington. Multiple U.S. states have taken action against the platform over alleged failures involving child protection, age verification and parental controls.
The company has pushed back against some of these claims while continuing to expand its safety systems.
Roblox Is Already Changing How Chat Works
Perhaps the biggest sign that Roblox understands the regulatory pressure is how dramatically it has changed its approach to communication.
In January 2026, Roblox announced that age checks would be required to access chat.
The system uses facial age estimation to determine an estimated age range and then applies age-based communication restrictions.
Roblox said the system was designed to limit communication between adults and children younger than 16.
This was a huge change. Previously, a player’s age was largely based on information associated with their account. Now, Roblox is asking users to go through an age-checking process before they can access chat.
And Roblox didn’t stop there.
Roblox Introduced Age-Based Accounts
In June 2026, Roblox globally launched Roblox Kids and Roblox Select accounts.
These accounts are designed for different age groups:
- Roblox Kids: Ages 5-8
- Roblox Select: Ages 9-15
- Standard Roblox: Older users
Roblox says these accounts provide age-specific content access, communication settings, and parental controls.
Chat is disabled for children younger than nine, while age checks are required for users who want to chat. Parents can also adjust certain chat settings for children under 16.
This is basically Roblox acknowledging that one set of rules isn’t enough for a platform used by five-year-olds and adults simultaneously.
But Age Verification Creates Another Problem
Here’s where things get complicated. Lawmakers want platforms to know who is a child.
Users don’t necessarily want platforms collecting more personal information.
Facial age estimation can potentially create privacy concerns, while government-ID verification can require users to hand over highly sensitive information.
There are also concerns about accuracy. An age-estimation system doesn’t actually know someone’s date of birth. It is making an educated estimate based on available information.
That means platforms have to balance three competing priorities: Safety, Privacy and Accuracy.
And there isn’t a perfect solution. Recent reporting on the broader age-verification push across the technology industry has highlighted exactly this problem, with companies experimenting with everything from government IDs to AI-powered facial age estimation.
Lawmakers Want Platforms to Work Together
Interestingly, Roblox itself has been pushing lawmakers toward a broader approach.
Roblox executives have argued that solving child safety on a single platform isn’t enough because children can simply “platform-hop.”
If communication becomes more restricted on Roblox, a child might move to Discord, another messaging service, or another online community.
That means a platform can make its own environment safer without necessarily solving the larger problem.
This is one of the most important arguments in the entire debate. Imagine Roblox introduces extremely strict chat restrictions.
A child can still meet someone in a game, then be told to move the conversation to Discord.
Suddenly, the safety system protecting that child on Roblox isn’t necessarily protecting them on the next platform.
This Is Why Discord and Roblox Are Under the Microscope
The two companies are different, but they share one important characteristic: They have become social platforms through gaming.
Roblox combines games, user-generated content and social interaction. Discord combines gaming communities with messaging, voice chat and private communication.
Both therefore sit in a gray area between gaming and social media. And lawmakers are increasingly treating that gray area as something that needs to be addressed.
The U.S. government isn’t simply asking whether a game is safe anymore. It is asking: Who is using the platform?
- How old are they?
- Who can communicate with them?
- How are suspicious interactions detected?
- Are suspected crimes reported?
- Can parents control their children’s accounts?
- How quickly is harmful content removed?
- What happens when a child moves from one platform to another?
Those are questions that apply just as easily to Discord as they do to Roblox.
Could More Gaming Platforms Be Next?
Probably. If Roblox and Discord remain under scrutiny, other gaming platforms could eventually face similar questions.
PlayStation, Xbox, Nintendo, Steam and individual multiplayer games all have some form of social communication.
The difference is that Roblox and Discord have become particularly important because of the scale and nature of their communities.
And lawmakers now appear increasingly willing to look beyond traditional social media when discussing online child safety.
In fact, Congress has already been considering broader federal legislation aimed at protecting children online, while states continue to introduce their own rules around age verification, parental consent and protections for minors.
The Gaming Industry Is Entering a New Era of Regulation
The days when gaming companies could simply say “we’re a video game company” and stay outside the broader social-media debate are looking increasingly distant.
Roblox is a particularly important example. It began as a gaming platform, but its social features, creator economy and massive young audience have transformed it into something much bigger.
Discord followed a similar path from a gaming-focused communication tool to a general-purpose online community platform.
That evolution comes with enormous opportunities, but also enormous responsibility.
The biggest question remains unanswered: Can companies protect children online without turning gaming into an ecosystem where every player has to prove exactly who they are?
That’s the battle Roblox, Discord and the wider gaming industry are now entering.
And judging by the attention coming from Capitol Hill, this is probably only the beginning.
